Procedure
1. Combine Phase A and homogenize using a Silverson homogenizer.
2. Combine Phase B and mix until uniform.
3. Add Phase B to A with propeller mixing.
4. Homogenize briefly using a Silverson homogenizer.
5. Combine Phase C and mix until dissolved.
6. Add Phase C to Phase A/B with propeller mixing.
